EVM cuts across the NASA Missions, and assists the Program Manager in delivering products and services within cost, schedule and technical targets. In addition, EVM supports the strategic management process by helping NASA satisfy the following:

In addition, EVM helps NASA support President Bush's Management Agenda in the following areas:

EVM improves competitive sourcing by providing better historical performance data. Allows improved financial performance by helping measurement of performance against the budget. Finally, EVM helps improve the NASA budget and performance integration by integrating management of technical requirements, schedule, and budget risks.

The EVM System Industry Standards (ANSI/EIA-748) provides a means for government to ensure contractors:

  1. Have and use effective, integrated, internal management systems of their own choosing
  2. Make available valid, accurate, and timely data from that same system to both contractor and government managers.

The primary idea is that contractors have effective management processes that meet the general EVMS Criteria. Through disciplined use of systematic processes, contractors are expected to integrate contract work scope, budget, and schedule to achieve a realistic, executable contract plan, called the Performance Measurement Baseline (PMB).
